Despite anything written in this Act, government service employees who have been appointed at the provincial and local levels, or who have not been appointed at any level, shall be deemed suitable by the Ministry only because they have not submitted an application in accordance with section 5. Accordingly, there will be no hindrance to adjust to the corresponding post of service at the provincial or local level.
